Of course It could be either, we can't hear what you hear. Losing hla's is not uncommon, most times you get the warning indicators first though. Ticking at startup, but then they'll finaly pump up after a little while and quiet down. Eventually the seal is totaly shot and then they can't hold oil and won't even pump up at all, hence a constant ticking at all rpms.
It's pretty easy to find the bad one/s, if you remove the valve cover.
I'd remove the spark plugs as well, so the engine is easier to rotate.
Rotate the engine so the hla you're going to test, has it's valve in it's completely closed position. Now just push down on the top of that rocker arm with your thumb on the hla end of it, there should be no gap between the hla and the valve.
If there is, that's where the clicking is coming from, rotate and repeat with the other 7.
This does of course, not mean you can't have rod knock as well, but that's a much more expen$ive and labor intense process to address.
